Shop & Establishment Certificate (Gumasta)
Shops Establishment license is a state based license which is required while establishing a shop, hotel, or any commercial place. It is mandatory for every new shop/establishment to get it registered under the Shops and Establishment Act and get the license within 30 days from the commencement of the work. It is valid for an year and can be renewed every year.

Gumasta described an Indian agent of the British East India Company employed in the Company’s colonies, to sign bonds, usually compellingly, by local weavers and artisans to deliver goods to the Company. The prices of the goods were fixed by the gumastas. The goods were exported by the Company to Europe and America. A gumasta may also be described as ‘a paid manager of the private trader’s concerns’, who claimed ‘hardly any share in the profit and loss of his employer’s business’.
An Act to amend and consolidate the law relating to the regulation of hours of work, payment of wages, leave, holidays, terms of service and other conditions of work of persons employed in shops, commercial establishments, establishments for public entertainment or amusement and other establishments and to provide for certain matters connected therewith.
Documents Required
- PAN Card of the Business or Applicant
PAN is required to obtain Gumasta certificate.
- Identity and Address Proof of Promoters
Identity proof and address proof documents like PAN, passport, driving license, aadhaar card or voters identity card must be submitted for all the promoters.
- In case of Ownership Property- Light Bill / Property Tax Receipt / Sale Deed /Society bill is to be attached
Proof of ownership property like Light Bill or Property Tax Receipt or Sale Deed or Society bill is to be be submitted for all types of entities.
- In case of Rented Property- Lease Agreement, N.O.C of the Owner.
Proof of Rented property like Lease Agreement, N.O.C of the Owner is to be be submitted.
